Everything points to the fact that the Germans are about to start a war against the USSR. But the country's leadership denies the facts provided by intelligence. People's Commissar of the Navy Nikolai Kuznetsov realizes that in the event of an attack, all the ships assembled in the ports will be destroyed by German aviation in a matter of hours. To save the fleet, Kuznetsov will have to violate Stalin's order. But self-rule can turn into a disaster not only for him, his subordinates, but also for his family - his wife Vera and little son Kolenka.
